BCAC By-Laws updated 12/21/2023
- All meetings will be run in an orderly manner conducted by the president.
- BCAC Membership runs from March 1st to March 1st of the following year.
- The By-Law Amendment period runs from Nov 1st through Feb 31st. (Prior to election of club officers).
- Quorum: You must have at least 10 members present to have an official meeting.
- BCAC has a zero tolerance drug and alcohol policy before and during all tournaments.
- The following is a list of the club officers who were elected. Any member of this club may volunteer to become any of the club officers upon results of election of officers. Any position that has not been filled can be done by one of the other officers. All officers will be in office for a one year term from January to January. BCAC will be made up of the Penn Warner Club. BCAC will have a (6) man executive committee and a (4) man tournament committee.

■ Assistant Tournament Director - The duties of the club officers will be as follows:
■ The President conducts the meetings according to the clubs by-laws.
■ The President will have a vote in all club voting situations.
■ Any request or problems that needs to be presented to the Penn Warner Club is to come from the President only.
■ The Vice President will fill the duties of the President in the absence of the President, and the scale master at the tournaments.
■ Secretary/Treasurer will keep minutes of all meetings and club activities. He/she will be responsible for all club correspondence and tournament records. And also maintain all records pertaining to finances of the club including reports given at the regular meeting. He/she will issue checks for all club expenditures. All club checks will have two (2) signatures on them. One will be the President and the other will be either the Vice President or the Treasurer.
■ The Tournament Committee will be headed by a Tournament Director who will be assisted by at least four (4) other members (selected or volunteer) who will help the Director in all aspects of running the clubs fishing tournaments. Two (2) members will do boat checks and assist in launching. Two (2) members will assist at the weigh in.
■ The assistant tournament director will collect all tournament money and break it down into tournaments pay out, and hand out starting numbers. - All contestants must be at the tournament lake ramp at least 1/2 hour before the tournament’s start time. Any member late for check-in will start after all other contestants, and will finish at the same time. If you are late and miss the official start of the tournament you MUST check in with someone on the Executive Committee before starting to fish.
- Sergeant at Arms must maintain order during all club meetings.
- The Executive Committee will consist of club officers and the members of the Tournament Committee.
- General meetings will start at 7:30 p.m. on the 3rd Thursday of the month, or as otherwise scheduled.
- Any member volunteering to run an activity and does not follow through with it, the Executive Committee will step in and see that the event is carried out or dropped.
- BCAC membership will run from March 1st to March 1st of the following year.
- BCAC membership fee will be $100.00 a year. Membership will include his/her spouse and children under the age of 18. Only two (2) adults may vote.
- No refunds on anything that is collected for the purpose of the BCAC club.
- All money in BCAC treasury will be used for the purpose of the club as a whole.
- Any member who is caught cheating in any fishing contest will be disqualified and thrown out of the club.
- Point System: Will be determined by the number of members in the BCAC club. The person who has the most weight in a tournament will receive the highest amount of points and will work its way down to the person who brings in the least amount of weight. If you bring in no weight, no fish, you will receive (10) points less than the lowest weight.
- Definition of Unsportsmanlike Conduct: The act of causing a fight, deliberately harming or attempting to harm a fish, or any act in any way will tend to disgrace the BCAC club or its Officers during or pertaining to a tournament such as profanity and bad boating.
- BCAC Executive Committee has discretion in levying penalties. Penalties: Could range from DQ, loss of points, loss of the right to fish the next scheduled tournament or to the complete loss of membership to BCAC. The accused has the right to appeal. The BCAC Executive Committee will review ANY and ALL rules Infractions by the BCAC Member in a timely manner. The Executive Committee will levy punishment ranging from warning up to complete termination of club membership. The BCAC member has the right to one appeal.
